National Interest Analysis

The requirements of a National Interest Analysis (NIA) are set out in Standing Order 389. In summary, the NIA addresses the reasons for New Zealand becoming party to the treaty, the implications for New Zealand of becoming party, and the means of implementing the treaty. NIA drafting instructions are available on request from the Treaty Officer at the Ministry of Foreign Affairs and Trade.

The Treaty Officer at the Ministry of Foreign Affairs and Trade must be consulted on the content of an NIA, before it is submitted to Cabinet for approval.

Regulatory impact statement

An 'extended National Interest Analysis' may take the place of a Regulatory Impact Statement for a Cabinet paper proposing that New Zealand take treaty action. The extended National Interest Analysis must comply with all the requirements for regulatory impact statements.
